WTA to Testify in Support of Bill Removing Washington from CA Advanced Clean Trucks Rules

SB 5091 requires Ecology to adopt federal vehicle emission standards but bars the state from adopting California’s rules for medium/heavy-duty trucks

OLYMPIA — Feb. 18, 2025 — Washington Trucking Associations President & CEO Sheri Call will testify this Friday in support of legislation that would remove Washington state from mandates under California’s Advanced Clean Trucks (ACT) rules.

Senate Bill 5091, scheduled for a public hearing at 10:30 a.m. this Friday, Feb. 21, would instead require the state to adopt and adhere to federal vehicle emission standards and remove Washington from mandates under ACT.

Call and members of the trucking industry have repeatedly challenged the state’s linkage with California’s aggressive emissions rules, which promote a rapid transition to clean trucking without the necessary charging infrastructure or performance technology to be successful.

“Washington is not California, and we should not be subject to rules dictated by another state,” said Call. “ACT is already proving problematic for our members, who are struggling to afford the cost of these new vehicles for limited use given the lack of charging infrastructure not just here, but up and down the West Coast. This jeopardizes our state’s critical supply chain network and all who depend on it,” she said.
