Lower Your L&I Costs with WTA’s Retro Program

WTA’s Retrospective Rating (Retro) Program brings motor carriers together to improve workplace safety, manage claims effectively, and reduce overall workers’ compensation costs.

Under the Retro model, member premiums are pooled and evaluated as a group. When the group’s overall claims costs are lower than expected, L&I may issue refunds to participating members. While refunds are never guaranteed, WTA’s Retro Program has a strong history of returning money to members through safer performance and effective claims management.

WTA partners with Integrated Claims Management, a trusted third-party administrator with a proven track record of success. Together, we provide proactive claims oversight, individualized support, and safety guidance that helps members control costs, close claims faster, and strengthen their safety culture.

Through collaboration and accountability, WTA’s Retro Program continues to make Washington’s trucking industry safer—and more cost-effective—for everyone.

Participation in WTA’s Retro Program is open to companies operating within the transportation and logistics industry. This includes, but is not limited to, businesses that operate under a U.S. Department of Transportation (USDOT) number or perform related transportation services.

Yes. To be eligible for WTA’s Retro Program, companies must:

  • Meet a minimum annual L&I premium threshold.
  • Implement a Kept-on-Salary (KOS) policy at or above the program minimum.
  • Participate actively in WTA’s loss-prevention and safety efforts to help improve industry safety performance.

Is There a Cost to Join?2025-12-02T16:16:37+00:00

Yes. Enrollment in WTA’s Retro Program costs a percentage of your annual L&I premiums, billed quarterly. Of that amount, a portion is set aside in reserves to help protect the group’s liability exposure. After the third and final Retro adjustment, if the Retro year is positive, a portion of those reserves may be returned to participating members.

Do I Have to Be a WTA Member to Apply?2025-12-02T16:17:06+00:00

Yes. Active membership in the Washington Trucking Associations (WTA) is required for all Retro participants to remain in good standing within the program. However, non-members may apply to the WTA Retro Program first to determine eligibility before joining WTA. Regardless of qualifying status, research shows that companies belonging to their state trucking association have stronger safety outcomes than those that do not. How Can My Company Apply?2025-12-02T16:19:24+00:00

To apply for participation in WTA’s Retro Program, please submit the following forms to wta@watrucking.org:

  • WTA Retro Participant Contact Form
  • WTA Group Retro Authorization Release Form
  • WTA Group Retro Basic Questionnaire

Once received, WTA will review your submission and determine preliminary eligibility. If approved to move forward, you’ll receive a Retro Program contract for signature. After the contract is executed, companies become eligible for enrollment in the next quarterly enrollment period. As part of the approval process, WTA staff will conduct an onsite audit to verify safety practices and program readiness.

Program entry is quarterly, eligible participants may enter the program any calendar quarter except Q4.
